Advance Cargo Information (ACI) Libya

Mandatory ACI Registration for All Libyan Importers Effective November 1, 2024
Starting from November 1, 2024, a new regulation will come into effect requiring the registration of Advance Cargo Information (ACI) for all Libyan importers. This measure is part of the recent Libyan Customs Law and imposes significant responsibilities on both importers and exporters.

Exporter Responsibilities and ACI Validity

Under the new legislation, exporters are required to verify and confirm the accuracy of data prior to making bookings or shipments to Libya. Shipping companies will henceforth be obligated to validate ACI information prior to loading cargo at the first port of shipment. It is crucial to remember that the responsibility for the information declared during ACI registration rests entirely with the client. Any erroneous declarations will result in costs being borne by the client.

ACI Number Generation and Deadlines

Exporters must provide a valid ACI number, which must be generated before the cargo is loaded at the first port of shipment, and this number must be cited on the Bill of Lading. To ensure full compliance with the new ACI regulation, starting from November 1, 2024, clients will be required to include the ACI number and ACI approval date (in the format DD/MM/YYYY) in their policy instructions no later than 36 hours before the expected time of arrival (ETA) of the vessel at the first port of shipment.

It is essential to note that, according to the new regulation, both Libyan importers and their exporters must register on the aci.customs.gov.ly portal to generate the ACI for their shipments and ensure that the information is validated by both parties.

The Libyan authorities informed about the suspension of the ACI procedure which was supposed to enter into force on November 1, 2024.
