e-CMR: the international cargo consignment note goes electronic in Italy

The Digital Transformation: Benefits and Challenges
On September 26, 2024, Italy ratified the measure allowing the use of the International Consignment Note (CMR) in electronic format. With this ratification, Italy becomes the latest European country to permit businesses to use the digital version of the CMR for international freight transport.

The use of the e-CMR aligns with the goals of optimizing and streamlining the logistics and transport sectors as outlined in the European Mobility Package, particularly Regulation (EU) 2020/1056 on electronic freight transport information (eFTI), which comes into effect on August 21, 2024.

The Benefits of e-CMR for the International Shipping Sector

The introduction of e-CMR represents a true revolution in international freight transport. Here are the key benefits:

  • Increased Operational Efficiency
The electronic management of the CMR eliminates delays related to paper documentation, reducing waiting times and improving shipment management.
  • Cost Reduction and Time Savings
There is no longer a need to print, send, or store paper copies, significantly cutting administrative costs and increasing productivity.
  • Improved Traceability and Security
With e-CMR, all shipment information is recorded in real-time and protected by advanced encryption technologies, enhancing data security and shipment traceability.
  • Compliance with International Regulations
The ratification of e-CMR in Italy aligns the country with European regulations, allowing Italian companies to operate in compliance with other EU nations, thus simplifying customs and logistics processes.

The Challenges of Adopting e-CMR

Despite the many benefits, the introduction of e-CMR presents some challenges. Key difficulties include:

  • IT Infrastructure Upgrades
Transport companies must update their IT systems to properly manage electronic documents. This requires investments in technology and employee training.
  • System Interoperability
As different countries have adopted e-CMR at varying rates, ensuring compatibility between the various digital transport management systems remains a complex issue. The interoperability of national systems must be further developed to ensure smooth handling of international shipments.
  • Resistance to Change
Not all industry operators are ready to fully embrace digitalization. Some may be reluctant to move away from traditional methods and invest in new technologies.

Additionally, it is important to note that not all countries that have signed the CMR Convention have ratified the additional protocol for e-CMR. As a result, in international routes, there may still be situations where paper documents need to be used at certain stages of the transport process, potentially causing operational complications.

The introduction of e-CMR marks a significant step toward the modernization of international freight transport by road. Although challenges related to adoption remain, the benefits in terms of efficiency, sustainability, and security are clear. Transport companies that embrace this technology will have the opportunity to enhance their competitiveness and contribute to a more sustainable future in the logistics sector.
