EU Import & Export Shipments: New Opportunities for AEO-C Companies

Centralized Customs Clearance Now Active Across the EU

As of June 2, 2025, centralized customs clearance has officially gone live across the entire European Union. This new system significantly simplifies customs operations for AEO-C certified companies. With this in place, businesses can now manage all their customs declarations through a single Customs Office – the one closest to their headquarters – regardless of which EU country their goods enter.

Centralized customs clearance was introduced by the Union Customs Code and is now operational thanks to EU Decision 2023/2879.

Centralized Customs Clearance in Italy

In Italy, the Customs Agency (Agenzia delle Dogane) has implemented new rules for the centralized clearance system. They’ve outlined the necessary requirements, how to obtain authorization, and the control procedures (ADM Circular No. 23/D of October 30, 2024).

Since April 14, 2025, a pilot program has been running nationwide to test the new system. It’s already active for standard customs declarations, provided that both the Customs Office of presentation and the Customs Office of control are located in Italy.

Benefits for AEO-C Companies

Centralized customs clearance offers numerous advantages for AEO-C certified companies. It allows them to submit customs declarations to their local Customs Office of control, even if the goods arrive at a different customs point. This streamlines operations, reduces costs, and centralizes customs procedures within a single, specialized office.

Digitalization and Enhanced Efficiency

This new system champions digitalization and simplifies the management of customs formalities, especially for companies operating in multiple geographical areas. Businesses can now centralize their customs activities, benefiting from a more efficient and less bureaucratic process.
