International Import Shipments to European Union: Implications of Implementing Regulation (EU) 2025/670
The European Union has announced the establishment of provisional anti-dumping duties on imports of certain hot-rolled flat products, made of iron, non-alloy steel, or other alloy steel, originating from Egypt, Japan, and Vietnam. The decision was formalized with the publication of the European Commission’s Implementing Regulation (EU) 2025/670, dated April 4, 2025.
These provisional duties represent a response to alleged dumping practices by producers in these countries, which are claimed to have caused injury to the European steel industry. The investigation, conducted by the European Commission, led to the imposition of dumping margins and, consequently, specific duties for each country involved and for the various exporting companies.
The provisional anti-dumping duty rates range between 6.9% and 31.8%.
These provisional duties will remain in effect for a limited period, pending the results of the full anti-dumping investigation. The Commission will continue its verifications and may decide to impose definitive duties in the future.
The introduction of these provisional anti-dumping duties is intended to protect European producers from what is considered unfair competition and to ensure fairer market conditions.
