International Shipments India: New Rules for Imported Machinery

An important Update for Exporters of Machinery and Electrical Equipment from August 28, 2025

We want to inform you about an important regulatory change affecting companies exporting machinery and electrical equipment to India. The Indian Ministry of Heavy Industries (MoHI) has introduced the Omnibus Technical Regulation (OTR) for the safety of these products, which will become effective on August 28, 2025.

The OTR mandates that approximately 20 categories of machinery and electrical equipment, including their components, will require mandatory certification from the Bureau of Indian Standards (BIS). This certification is necessary to ensure products meet the required safety and quality standards before being placed on the Indian market.

Who Needs to Comply with the OTR?

This new regulation primarily involves:

  • Foreign Manufacturers: Companies exporting machinery and electrical equipment to India must obtain BIS certification for their products. This requires getting certification through an authorized representative in India.
  • Indian Domestic Manufacturers: Local manufacturers are also subject to this obligation.
  • Importers and Distributors in India: If you import or distribute these products without being the manufacturer, it’s crucial to ensure your foreign suppliers obtain BIS certification by the 2025 deadline. Collaboration with your partners is a key element.

Why Being Prepared is Important

Complying with the OTR offers several advantages and prevents potential issues:

  • Market Access: BIS certification is mandatory. Without it, the sale of products covered by the OTR will be prohibited in India after August 28, 2025.
  • Logistics Flow: Avoid blockages and disruptions in your supply chain and your international shipments.
  • Quality and Safety: Compliance ensures your products meet high safety standards, contributing to your brand’s reputation.
