As of 2026, the updated version of the Pan-Euro-Mediterranean (PEM) Convention is now fully in effect. The adoption of this new regulatory framework introduces crucial changes in managing international shipments to Egypt, particularly regarding the documentation required to qualify for tariff preferences.
Regulatory Framework and Documentary Obligations
The new PEM Convention introduces revised rules of origin aimed at greater harmonization of trade within the Mediterranean area. However, strict adherence to formal requirements is mandatory to avoid the rejection of origin proofs by Egyptian customs authorities.
According to the operational directives currently in force for shipments from Italy to Egypt:
- Declaration of Origin: Every EUR.1 Certificate (Box 7) or invoice declaration must now officially include the technical statement “REVISED RULES.”
- Import/Export Management: Currently, the “Revised Rules” statement is required for exports to Egypt. Conversely, for products of Egyptian origin imported into the EU, documentation must refer to “Transitional Rules.”
Technical Parameters of the PEM 2026 Convention
The regulatory update has introduced more flexible parameters that require careful technical analysis by export departments:
- Tolerance Thresholds: The use of non-originating materials is permitted up to a limit of 15% in value or weight of the final product (depending on the product category).
- Cumulation of Origin: Broader diagonal cumulation procedures have been introduced, designed to facilitate the integration of components produced in various countries within the PEM area (EU, EFTA, Turkey, etc.).
Documentary Verification and Customs Compliance
The absence of correct statements in customs documents will result in the invalidity of the goods’ originating status. This leads to the application of full customs duties and significant delays in clearance operations at Egyptian terminals (such as Alexandria, Damietta, and Port Said).
